Deal will speak at 10 a.m. Also present will be DeKalb County schools interim Superintendent Michael Thurmond; Katy Jo Ballard, executive director of the Governor's Office for Children and Families; and Harris Blackwood, director of the Governor's Office of Highway Safety.
