County elections director H. Maxine Daniels told the paper the bill includes the costs of ballots, administration, staff and security.

According to Daniels, the Nov. 6 general election was held in conjunction with the general election. The Dec. 4 runoff was a standalone event for the city, so it will have to shoulder the costs.
