In the 30319 zip code, there were 22 car break-ins in the last 30 days. Can the police do anything about this?

Is it a police issue or our issue as residents? If we got in the habit of removing the valuables from our cars then the thieves would leave. Face it as long as we are in the habit of leaving $2k laptops on the backseat we are a prime fishing hole. The police (govt) are not our security guards.
