Major Cityhood Mailing; New Precinct Put On Hold

A wrapup of news and notes in the debate on Brookhaven cityhood.

 


July 2 marks 28 days until Brookhaven decides whether or not to incorporate, and cityhood proponents and opponents both engaged in major mass mailings over the weekend.

Many Brookhaven residents were greeted with fliers over the week both advocating and opposing municipalization.

Your editor received one anti-cityhood mailer, and two pro-city fliers this past Saturday.

Patch wants to know: did you receive these mailers over the weekend? If so, did they sway your opinion, one way or the other?

In the meantime, the Reporter Newspapers published an article on Sunday regarding an item Patch readers have been discussing for weeks: the fact that DeKalb County is waiting to see if cityhood passes before deciding on a new location for its North Precinct.

I received the mailer. I was struck by the lack of up to date numbers. NO mention of the $1.4 Million more in HOST revenues that will go to Brookhaven. Inclusion of the supposed "deficit" that is now NOT going to be a deficit with the additional HOST revenues. Maybe they rushed the printing order after the Bogus "deficit" news and it was already printed when the HOST revenues were announced.

Bottom line? Very poorly done mailer with some copy writer very proud of himself with the "Brokehaven" monker that is already inaccurate by any reasonable logic.

Deficit = Real, looming, likely to be much greater than already published.

The last mailer I received on Saturday did have information on the HOST figures, the mentioned the surplus and the fact that DeKalb County wasn't updating the $300,000 their recently reported deficit figure.

I have yet to receive a mailer from the NO camp and I believe I have a reputable mail carrier. Can anyone enlighten me to facts/figures the NO mailers are mentioning?

Eddie - were your comments stating the exact words found on a NO mailer?

One of these Yes fliers(3rd one from the left) says: "Your property taxes will never increase unless you vote for an increase. By law a referendum will be required for all future tax increases."

This is misleading. It implies that your property taxes (and values) are set in stone when you vote yes for the city, which they are not. DeKalb County dictates what your property value is and you are taxed according to your value. If your property value increases, your taxes increase whether you are in a city or not.

There is also nothing in the rules that say that the city has to reduce the millage rate when property values rise.....But the flier is correct that there is a cap on the millage rate, and for that rate to increase, there would be a vote.

Just hope for rising property values. If they continue to decline then services will suffer and you will have to vote to increase your taxes to maintain the small efficient goverment that you are hoping for.

This reeks of desperation. Good thing it was put out by "Georgia Citizens For Responsive Government" and did not have the other desperate group name associated with it. I would think a "responsible" government would be a better fit than a "responsive" government. One implies reaction, the other implies accountibility.

Be wary. Be very, very, wary.

Also there is a legislation currently in place that freezes appraisals, and I doubt that it will not be renewed. So really the only way to raise the City portion of the taxes on your home or apartment would be to vote yes.

What a world of difference including the word "city" makes in the following sentence:

"Your city property taxes will never increase unless you vote for an increase. By law a referendum will be required for all future city tax increases."

Removing the word city from that sentence changes the whole thing doesn't it?

Citizens will read this as if voting for the city does indeed freeze the value of their property as well as their taxes in general and only by way of a vote will they ever increase.

@Bill, If we stay unincorporated property assessments can rise causing higher taxes. If we incorporate, property assessments can rise causing higher taxes. If we stay unincorporated the millage rate can rise, causing higher taxes. If we incorporate, the millage cannot rise without a referendum of the voters.

So yes, voters should be wary of the County raising millage rates.

Did anyone get that crazy paper by Dolly Purvis that Ms. Mesh or someone funded? Very odd, it was supposed to look like a newspaper but was a campaign piece against cityhood that had some glaring factual inaccuracies. Including that fales statement that Dunwoody had a 15.7% drop in revenues which is a misreading of their budgeting process because as they said at the SRO meeting Dunwoody always underbudgets so the Budget shows a low forecast for 2012 but adjusts the 2011 numbers for what has been experienced.

Yes...I got that supposedly new newspaper too. It did not take me long to realize it was a front for the NoCityBrookhaven marketing campaign. New newspaper? LOL.

When the supporters of an issue resort to underhanded and misleading attempts to get their point across, it calls into question the very credibility of that side.

The Dolly Purvis newspaper had ads for NoCity Brookhaven and numerous articles on why the city is a bad idea. And their cover was that they invited BrookhavenYes to submit to an interview, but they never got a hold of anyone from the organization. Although they left voicemail messages.

It will be interesting to see if this Dolly Purvis "newspaper" has another issue published AFTER the July 31 election date.

Must have cut Ashford Neighbors a good deal for buying up so many advertising spots, Costco style.

And finally, I was not a dunwoody dissenter in as much as I truly want to see DeKalb re-establish itself as a premier place to live, work, and play.

Until we, as DeKalb citizens get our representatives to 'do better' incorporation will continue. I met so many wonderful, impressive, civic leaders, Paul DeFriese, Gil Turman, who want to see DeKalb improve.

I have always felt it was too convenient that the Opposed City bubbled up from the sewer partly on 'improving public safety' although existence of the Opposed City would eliminate the ALREADY PLANNED North Precinct Station at PDK!
We get to choose:
Real Police, close at hand and moving through the area to patrol here or get anywhere they are supposed to go
OR
A little tiny toy police department 'supplied' by a for profit contractor.

The choice should be clear.

Come up to Dunwoody and 'toy' with our Police, the response might be the same as dissing DeKalb's finest. Neither would appreciate your disrespect.

Look, I get that you are a County apologist, content with last year's illegal $40,000,000 Park Bond malfeasance and a 26% property tax increase, but do not insult the po-po, I'm just sayin'.

It is hogwash to discuss locating a major precinct at PDK, it is too far from the highway, making quick access unsafe and time-consuming. In other words, that whole argument is fluff, you are being played.

Do better or do nothing at all.

Mr. Max, I do not understand why someone that is a citizen of Dunwoody and involved in Dunwoody politics would continue to interject himself into Brookhaven cityhood. You say you care about DeKalb, but this cityhood issue, for you, is separate and apart from our cityhood vote.

And then you of all people, a Dunwoody resident, question someone about their residency in Brookhaven? Please, be happy with your city and let us deal with ours. Your continued interjection raises many questions about your future intentions.

If the city does not pass, PDK is an excellent location as it provides secondary helicopter location. It is already the fueling station regardless of helicopter location. The highway issue is no big deal as I-85 is two miles south. The prime reason for the location is to be cost effectively in the north precinct service area.

Am I the only one that has questions about Dunwoody citizen Mr. Max Lehmann’s continued interest in the future vote for the city of Brookhaven?

Man, those are some of the finest thin sliced onions I think I have ever seen!

I was talking with an old friend who lives in Dunwoody today.
He was not a cityhood supporter, but he was pleased with the first 'council'.
Then when they were more interested in doing what they were supposed to and were ousted by the developer set, he realized clearly why he had been opposed.

By the way, as he tells it, he never sees the Police, so I hope he never needs them.
They will probably be busy at Perimeter Mall covering petty thefts.

I too would like to find out where you got the idea that police services would be supplied by a for profit contractor. The City of Brookhaven will have a full time police force dedicated to the 12 square miles of Brookhaven.

Well, anonymous posters, look no further than your shining city on the hill, Dunwoody or its neighbor Sandy Springs.
Who owns the police cars? The police gear? Who is responsible for the police medical care and pensions?
Isn't this the where the magic of 'free market outsourcing' was supposed to save all the money to create the bogus surplus?
I would suggest everyone who is interested look into the contracting process for supplying these services and see 'who' owns the resources upon which the public is relying. Each of them is a little different, but the Opposed City is patterned on one in particular.
Also, in the event of a bankruptcy or contract dispute, to whom would the 'city employees' be responsible, since they are in actuality employees of a private contractor.
You can't have it both ways!

You are bowing up for the wrong reasons! I have never paid one red cent to any incorporation cause. I am an activist for this cause because I actually wish to see DeKalb improve operations and financial controls.

The trend toward incorporation is working, hiccups and all. This ought to be a very clear signal to our hardworking reps in Decatur, and the entire DeKalb Delegation to begin serious discussions toward 'consensus' on governance issues common to ALL DeKalb.

Mr. Stan, agreed. And, I believe this to be so for liability purposes. However I was surprised to hear (and correct me if I am wrong) Ms. Galambos say that Sandy Springs only has seven full time employees.

Regardless, I had rather have a complete and effective DCPD instead of a fledgling police department that is the “fund raising” branch of the new city. I have experienced this in Pine Lake, Clarkston, and I hear this about Sandy Springs Roswell, Johns Creek and Dunwoody. Yeah, you don’t want to show your arse in DeKalb, but DeKalb has the ability to perform orchestrated traffic stops and concentrates on more important things instead of handing out tickets for ridiculously minor issues.

I have not had a ticket in years but I understand a visit to traffic court for the least expensive ticket can set you back $125 to $150. I can see where this can really become a profit center for a new city.
