J Max went on the news and discredited DeKalb Police management/leadership. Look at it his way. Lets say that I am a 55 year old with health concerns. The reality is that I will need Fire and EMS Rescue most likely before I need a police officer to take a report for a crime or vehicle accident. What is Brookhaven Yes' plan for a fire department? If they do not trust the management of the police department to DeKalb County, then why in the wolrd would they leave it to DeKalb County to manage the Fire Rescue Department? Dunwoody has 3 fire stations, Brookhaven only 1, on Dresden. I would think Brookhaven would provide more....

Based on the Yes Brookhaven comments at the debate forming a city is about having nicer playgrounds at the parks for their children. Two out of three supporters woke up one morning realizing their children required nicer playgrounds. Their next problem was finding a way for someone else to pay for it and a city is the answer. A city seems to be their answer. a city will provide work for J Max and four of his cronies as elected officials. Allow them to hire their supporters to fill the civil service jobs they will require to support their offices. A smaller less capable police force is required by the city so we can pretend it is not a total joke. All other services will come from Dekalb county. More government is always a bad idea.

And Dekalb is such a fine example of prudent leadership, stewardship of tax dollars, ethics; bloated inefficient friends and family payrolls with raises every year, benefits out the wazoo: unlimited sick and vacation, 12 paid government holidays, traditional pension, 457k, and so so much more.

Brookhaven offers the ability to keep a measly 12 percent of your tax dollars in the community where it was generated, for fixing and paving roads, parks, and prudent land use decisions decide by the community rather than developer contributions to BOC members who do not live in the community nor could gave a darn about it.

Nevertheless, the 5 percent tax increase proposed was a small one compared to the tax hikes Fulton's sister counties of Cobb, DeKalb and Gwinnett have already initiated to compensate for a shrinking tax digest. Those counties have raised their millage rate from between 16 percent and 26 percent.

Meanwhile, Fulton has not raised taxes for 20 years, and property taxes produce 80 percent of General Fund revenue. The Fulton tax digest has shrunk by 15 percent. Fulton's homestead exemption of $30,000 is three times that of other metro counties.

Much of the proposed city of Brookhaven, and potentially all of it will be surrounded by recently formed or recently annexed cities. Atlanta/Sandy Springs to the West, Dunwoody to the North and Chamblee to the East with the southern border formed by 85.

The new cities, the newly annexed areas and the existing cities all have proven to be fiscally viable, have proven the Carl Vinson studies to be conservative and have resulted in improved cities with the vast majority of citizens happy they incorporated.

As to input with elected officials, smaller districts mean its easier to campaign, you can knock on every door, you don't need huge amounts of funding, your neighbors or voters are better able to know the candidate and what they are responsible for. How else to you explain that in over 20 years we've never voted out an incumbent DeKalb Commissioner or CEO yet Dunwoody has already voted out an incumbent commissioner?

But the smaller size isn't just for elected officials its with the staff. The head of the Police Department, the person with the final authority, knows the area better, same with planning and zoning, same with roads and sidewalks. It's far easier for them to be responsive and its much easier to get their attention. I've spent much of my time in DeKalb being a squeaky wheel, many of the folks I've dealt with are good people but the fact is they've got a lot on their plate or they have a boss somewhere in Decatur who doesn't fully understand the situation.

According to the DeKalb County Budget Analysis distributed Tuesday night, the pension and health benefits costs taxpayers more than $70 million in 2010. Both county commissioners and residents agreed that a 401K-type plan would be less expensive.

"Who says a pension is an entitlement to all employees?," said Elizabeth Wong Mark, a Brookhaven resident. "I have never had a pension, so a pension is not a sacred cow. Going into a 401K with a match of 6 percent is still very generous," she said.

Lynwood Park resident Jonathan Byrd also pointed to the pension as a budget liability. He suggested eliminating the pension for all new hires and setting up a 401K option for employees and cap out the existing pension plan.

"After we make up this pension liability issue by raising real estate taxes, the pension will be over funded at that point because the [stock] market would have doubled over a two-year period," Byrd said.

The debate over the city is over with. The vote on the 31st will be a landslide with the Republican party bringing the majority of the votes. Sure, there will be some Democrats that will vote for the city. But very few of them. Just look at the party line votes of the representatives and senators that passed the city on to the governor. The Dems will never be able to make this go away either. A permanent Republican fixture. Another mark made on our way back to control of our government.

I will be so glad when the opposition forces are taken care of after the city starts. Some of the more prevalent ones with zoning and code enforcement. That is one of the main reasons why people are opposed to the city. They are simply afraid of a responsible government that actually enforces the rules that they created. Sad really because there is a lot more to the city than just fixing problems. The local control and representation will prevent the problems from happening in the first place. The new city will be the finest example of new cities, both in political power and financial power. Just wait and see.

To those that are concerned about the brand of Brookhaven, do not be worried. Your property values will increase with the redevelopment of lower income areas and reconstruction of underperforming residential areas which will be good for the city and all who live here.

Only a couple of weeks before we can forget this long dream of a city and make it a reality.

CC, you are correct, the debate is over with. Folks have made up their minds. Both the Cross Keys Mayor Love Fest and Oglethorpe Forum revealed that we continue to have no clue just what we will end up with.

The Cross Keys Mayor Love Fest meeting painted a glorious picture of tranquility yet avoided the trials and tribulations of small cityhood citizens must endure at the hands of a select few in their respective cities. Then there is the insanity perpetuated that the creation of a city is not another layer of government. Anyone remember what Mr. Jim (Oglethorpe) stated was the percentage of tax money the new city will spend on creating and maintaining a new city?

The Oglethorpe Forum turned into a Brookhaven Yes pep rally. Again, a beautiful picture was painted, yet there was no canvas to place it upon. This entire process has been rushed and only a select few know just what we will end up with.

J. Max Davis says that there are about forty folks making up formative committees planning for their new city. I have no clue what they have planned for us. Property values are not dependant on a “brand” or “city”, as the economy changes, so will value.

As for political party lines, talk about messed up. Are you blind to the political flip-flops in recent years? Conservatively speaking, I am for less government. And, which political party stands for that?

Time to start that special hamburger morning lump charcoal!

I heard somebody say: "... Here is a good question…the county’s digest declined by 9% this year, the county is raising the HOST exemption, too….so why in the world would the CEO push and approve a budget that calls for a 5% increase in spending in 2012?

Over the past 10 years, the county has raised the millage rate 3 times… Spin 2011 as much as you want…although I’m certain your numbers don’t take into account the higher HOST payments going to cities which would most certainly allow Brookhaven to charge a lower rate than the millage cap in the charter

….I’m more worried about 2021 when I know Brookhaven’s rate will be the same unless we voted it higher and, based on current history, DeKalb’s CEO and Commission will still be pushing spending increases with money the county doesn’t have. ..."

Many have already left DeKalb, that is not the answer. Dekalb needs strong, fiscally sustainable policy. Increased spending in a year of projected revenue decreases is hurts everyone.

Some of the extra expenses this year...election (presidential) year expenses $3.3M, increase cost of health ins apprx $500K, software upgrades $1M,TAN interest $750K, pension fund repayment $350K, restored holidays for employees $1.75M....what was the mid year adjustment?

I think that is the whole point. The 2 yes groups and the smaller no group have disclosed their contributors. The big no group is amazingly admitting they did not disclose because it was "politics 101" to hold their contributors back as long as possible. Can you really question the yes disclosures at this point if the no city group is in effect hiding theirs? What an ludicrous line of "logic." As though no one should read, study, or question the information they have until ALL the information is on the table.

Yes, I can question anything I know and at the time I know it. When the other side makes their disclosure, I will weigh it against what I know now.

Or, Monty, we can all pinky-promise each other that we will not give any thought to the issue until we all have the totality of the information, and agree to start thinking about it simultaneously. It wouldn't be fair for some information to have more time to be digested than other information.

The obnoxious NO City sponsered electronic billboard in the Brookhaven area operated by Clear Channel Corp. between the U-haul and Extended Stay Suites on Peachtree Road. In addition to being a complete eyesore, it is an incredible nuisance that runs 24 hours per day....

Brookhaven: Cities offer zoning decisions close to home

It was a driving issue in the creation of all the new cities. Sandy Springs was anxious to get control of local planning and zoning when Fulton County kept adding apartment complexes despite residents’ objections. In Dunwoody, opposition to apartments, high-density development and unwanted billboards motivated residents to vote for their own city and more local control.

...DeKalb County, in the first quarter of this year, had 41 zoning cases before the board of commissioners, and 70 appeals cases. It issued more than 100 permits a month. Compare that to the city of Dunwoody that had three cases before the planning commission, 70 variances, and issued 357 permits. Dunwoody’s community development department is outsourced to the firm of Clark Patterson and Lee. The development director, Steve Dush, said there are some inherent advantages in being outsourced.

I took my 2 youngest ones over to Ashford Park today at about 2:30. As my son was playing in the middle of Little Tykes township of misfit toys, he was stung by a Yellow Jacket. He was fine but another mom out there who was very quick to lend a hand, asked me if I was there for the Brookhaven Yes event. I told her no and she said me either. She and I decided we would leave after a while and we struck up a conversation. Then we were approached by one of the Brookhaven Yes Board members (at least he said he was) and he started talking to us about how Dekalb has done a crappy job on parks. I lit into him (much to his chagrin) that if the parks were so crappy the why were they having the SECOND event at a Dekalb County Park? Also - it didn't even register with this silly - drunken man on the Brookhaven Yes cocktail - that Murphey Candler Park and Ashford Park are 2 stellar DEKALB COUNTY PARKS. Yes they both take alot of neighborhood involvement, and I have spent hours and hours at both, and the people have a higher sense of pride and like it more because some of the things they want are specific to them. I also asked this man about his racist mailer that I received Friday and his response was that Brookhaven Yes and Brookhaven Ballot Committee aren't connected. I told him that was a lie, since they were ALL photographed together with the Governor and the photo is on Rep. Jacobs website.

Amanda and HamBurger seem to have the same modus operandi. One repeatedly talking about hamburgers and the other repeatedly talking about cigars. Neither of which have anything to do with the subject at hand. Curious coincidence.

I went to an apartment party this afternoon and was pleasantly surprised to hear that the Brookhaven issue was the subject of a conversation. Not one was voting NO CITY.

Besides Amanda, anyone else at the Brookhaven Yes event today? (BTW, Amanda, where else would they have an outside event? They have few choices beyond Dekalb County parks to hold an event--despite their condition. And holding the event at a park does not mean you are pleased with the condition of the park. Whew, talk about disjointed reasoning.)

Mr. Phil, Ms. Amanda and I find ourselves on the same side in this new cityhood issue created by Rep. Mike Jacobs. It is no different than a group of folks finding solidarity at Ashford Park today sharing their desire for a new city.

Being a loose NO confederation, although many times we find ourselves politically divergent, this new city issue has brought us together. We are collectively reacting to Rep. Mike Jacobs’s miss-representation of our collective desires in this new city footprint. Clearly, we are not as well organized as the YES folks are, look at all the new city companies they are aligned with, but then we have not had a political leader, Rep. Mike Jacobs organizing and planning for the past four or five years for a new city.

Amanda--I am so glad you enjoy your park and do not care how much time taxpayers have to contribute in free labor to keep it up. With competitive bidding for outsourcing park maintenance, our parks in this area would be in much better shape-- through greater accountability and retaining some of our tax revenue to be spent locally.

Hamburger-- I saw the mailer and, in my opinion, it was targeted to remind voters that Big Government and entrenched special interests that have been exhibited in Washington recently and, more locally, with Vernon Jones and current Dekalb County government get their support from influential NOCITY Brookhaven organizers and contributors. There is a curious history of political contributions and interesting real estate developers in the NO CITY camp. And I just do not feel it is coincidental.

A new city "tips the apple cart" for many of the NO City crew.Seventy-five percent (75%) of the NOCITY budget has come from six (6) households.

"Ignore that man behind the curtain. The Mighty OZ has spoken!!"

This is all one gigantic scientific experiment.

Problems with theory
1. Amino acids have to become protein
a. 1 protein = 100amino acids of 20 varieties
b. 10130 combinations of amino acids
c. Hard to hit the right protein by accident
d. Amino acids are building blocks, not the assembled structure

2. Early atmosphere contain different gases than those used by Miller/Urey
a. No ammonia and methane
b. Not reduced (opposite of oxidized)
c. Experiments with true atmospheric gases did not produce abundant amino acids

3. 2nd Law of Thermodynamics
a. System becomes less and less organized over time
b. Means amino acids cannot form protein spontaneously (more and more organized)

4. Primordial soup too dilute to achieve anything
a. Cannot spontaneously generate proteins
b. No mechanism to concentrate and make protein

Yes. I sometimes lose my audience as it is tough to dumb down my superior intellect for the common folk. I shall try another angle: The polysaccharides and oligosaccharides found in these foods might otherwise pass through the small intestine unaffected. Once in the large intestine, those sugars may be worked on by intestinal flora, fermenting to produce the gases that cause discomfort.

I Received a highly emotional brochure in the mail today from NO CITY Brookhaven. How stupid do the No folks think we are? Comparing bankrupt towns such as Scranton PA, San Bernandino CA and Birmingham AL to our grassroots effort to create a local "government" called Brookhaven! How can you compare cities plagued with pensions, snow removal fleets, and abandoned steel industries to our grassroots attempt to form a small local city that will outsource services? Please vote YES and don't be fooled by the propoganda issued NO CITY. I can't help but wonder what they are protecting! Vote YES for the City of Brookhaven July 31

That Obama/Ellis flyer is from the Brookhaven Ballot Committee not the Brookhaven Yes committee.

And just how does stating a facct that they were large contributors to President Obama, Vernon Jones and the No City impugn them?

Your flyer today is full of even more misleading information than the last one. Based on the CVI in its first year Brookhaven can have a surplus and still stay below its millage cap.

While I don't agree with the flyer I don't think you can say it has nothing to do with the city. I mean the DeKalb Democratic Machine is pretty heavily entwined with the No City effort as seen by those emails and the prominent people in No City. So while I don't like it, you can't really say its not fair game to point out the Democratic connection.

And I still don't see how that Impugned the integrity of Mr. Cousins or the Imlays.

And, I'm often to the left, though I think I'm more fiscally conservative than the Republican Georgia Legislature and the Democratic DeKalb County government. And I value representatives that have beliefs and speak truth to power (that handle is not my moniker) or who believe Sunshine is the best disinfectant.

And for anyone else reading this I can only urge you to not believe everything you read or see on TV. Its sad how often people are willing to use one piece of a statement to change the obvious or intended meaning of a statement. For example using Dunwoody Mayor Davis' statement that the resident's are not wanted but leaving out the first part of the statement that said the Perimeter Summit would be taken to say we have nothing to fear, things will stay the same if we vote no. Or taking President Obama's statement about you didn't build that and editing out the intro line about highways to make it sound like he was saying business owners didn't build their business when he clearly meant the infrastructure.

I myself try to stick to the issues. Yes I am not 100% correct or 100% perfect by any means. But I try to be reasonable, thus I've attacked Yes folks when they've gone off the relevance to this issue range in attacking identifiable No Folks.

As an anonymous poster your antics are hypocritical at best. But there is no gain in going further into that since after all you are anonymous.

NOCITY Brookhaven mailer everyone just received insults the intelligence of the voter. They cite the OLD cities with underfunded pension plans, little outsourcing, and tries to warn voters that a NEW city with NO pension obligations accrued and a city plan to heavily rely on lower cost outsourcing will fail before it even begins!

Nice try. But I think most voters are guffawing at that mailer.

I agree, the No City flyer in addition to its totally off base comparisons is shameful in its misstatements.

They actually cite the CVI study to make the incorrect claim that the city will have a deficit. Based on the CVI and the updated information on the property tax digest reduction combined with the increased HOST proceeds and the increased business license fees identified by Dunwoody's CFO Mr. Pike, the City will have a large surplus.

No city is being disingenuous by using only the Property Tax reduction that the County released. I call on the County to update their release that incorrectly asserted the deficit number.

If the Country Clubbers gave large amounts to Vernon Jones' campaign and are now backing the NO City campaign then I wonder how they personally benefited and and what they are now protecting. Assembling homes for large apartment complexes? Seeking favors for zoning?

Mr. Quinn, that’s funny. Buford Highway is a very long time away from being redeveloped. Plus, the folks associated with any potential Real Estate deals tend to build upper scale projects. You know this, you are just being inflammatory.

Also, that Silver Lake area may not be Historic Brookhaven but it is upscale, right?
