Brookhaven Commission Holds First Meeting

A standing-room-only crowd met the group responsible for getting Brookhaven underway.

 


A standing-room-only crowd in the atrium at St. Martin's Episcopal School got their first look at the five-member Brookhaven Commission and learned about what they can, can't and want to do between now and Dec. 17, when the city of Brookhaven is officially born.

Chairman Ben Vinson led the meeting, although commissioners Kim Gokce and Jed Beardsley also contributed much to the discussion and every commissioner spoke at least once.

Vinson began by explaining the mission of the commission.

"Our job is to be interim, or the transition, government until the election occurs on November 6," he said. "Our jobs are similar to what the mayor and city council will do when they are elected, but ... the key difference is that we have no actual authority and we have no money."

"We're just volunteers trying to work as hard as we can to do the job that's laid out for us," Beardsley said.

The commission will put on seminars with the candidates and create a written report explaining the new city's four primary personnel - including a city manager, city clerk and city attorney, as well as space for a temporary or permanent City Hall and details of services the city can deliver and how.

Vinson has the power to create committees and put people on them, including one commissioner for each working committee. Candidates will not allowed to serve on committees, but may attend committee meetings as a citizen.

Bill Riley is serving as the commission's pro bono attorney, a position he has held for each new city's similar commission since Sandy Springs. He recently helped Peachtree Corners transition to cityhood.

Gokce is putting together a commission website as well as Facebook and Twitter presences, plus there is the possibility of a centralized commission email address, all in the name of informing people about future meetings and other news. Note that any emails sent to that address would become part of public record.

In fact, Gokce also urged attendees to read the documents on the About section of the website regarding the codes the commissioners must abide by when doing official business.

Beardsley proposed an idea for a contest among Brookhaven-area schools to design a potential new logo for the city. Each school - he counted 10 in the area, including private schools - would hold their own in-school contest, select a winner and then the commission would pick four or five finalists before the election. Then, the mayor and city council could pick a winner because the commission has no power to select a winner themselves.

"We're going to have a long-term city, that generation is what is going to build this city after us. Those are the people that are going to be the leaders after this and the best way you can make that happen is to get their interest and engagement now," said commissioner J.D. Clockadale.

The commission is thinking of perhaps finding a physical space to serve as offices, meeting places for the committees and places for citizens to meet commissioners. Beardsley acknowledged that they may need donations to help with the costs of a physical space because they have no budget.

Clockadale encouraged citizens to think about getting on the committees, volunteering as staff or getting involved if they are passionate about the cause.

There will be two types of committees: core functions and working committees with citizen co-chairs. Five working commitees are planned. Core functions committees will focus on figuring out how Brookhaven can provide services for the document the mayor and city council need in November. Candidate training will be handled by core function committees. Working committees will have specific tasks and deadlines.

More news about the formation of committees will come later.

The commission plans to hold regular weekly meetings every Thursday at 8 p.m. They will continue to be held at St. Martin's until further notice. The commissioners are attempting to select a centralized meeting spot for everyone in Brookhaven - and maybe somewhere with more room for more chairs.

Well, I attended the meeting last night. I was somewhat surprised there wasn't:

- a little more advertised "process" on the type of committees to be formed, key issues they will be focused on, and ways for residents to volunteer and be a part of.

- an opportunity to take advantage of the high turnout and get feedback from attendees on one or two topics. This could have been done with a simple questionnaire for folks to fill out or e-mail back in. I think this would have been important because I had a sense many folks were surprised by the "no public" input format and wanted to provide input.

Finally, I am somewhat surprised there has not been more comments from The Patch folks. Why no comments and reactions from folks who attended? For me, I was not overly bowled over by what I saw and heard. I thought the person who seemed to have it together, was fully engaged and cared was Jim G.

I agree that the letter is the best part. Particularly the date, which was a full five months after the first public meeting at Chamblee Methodist Church. Commissioner Gannon's timing is also wonderful. Wait until you see how the winds of public opinion are blowing, then slow down the process so the initiative would miss the legislative calendar and have to wait for another two years before being introduced. Truly, clever.

I attended the packed room. Some comments from the superfluous to the serious:

1)Not enough seating- my rough count - 170 or so including the 10-15 people standing in the hallway and near the elevator.

2)No amplification - for a clearly capacity crowd meant that people need to STFU when one was talking but apparently they left their Emily Post Etiquette books at home. One candidate kept yapping so loudly that he was shushed

3)Max Davis gave an annoying interview and he was clearly without a clue that his loud nonsense bled over into the back of the room. He had to move twice no matter, his lying blathering self just went on and on.

4)Citizens- who knew that Brookhaven could have so many men with gray hair, long gray hair in pony tails, shorts and crocs? Quite the contrast with people who wore a coat and tie, or at least a blazer and dress pants.

5)It was charming to see when the first vote was recorded that fully 30-40 people in the audience called out "yea" (not nay) when the vote was called. Ummmm..... this isn't THAT kind of meeting.

6)While the meeting was packed, by week 4 I predict maybe 50 people there to watch the boring sausage making process.

7)Take a get ready pill - people will argue over ANYTHING. That an old man could raise his voice to bitch about kids making a logo ... well it's going to be a set of long meetings.

8)Bill Reilly the pro bono attorney (who wants to take a bet his firm gets the contract) looked like he was being shot out of a cannon when he wanted to talk. Easy Bill. Not your show ... yet.

9)Robert's rules - no one knows them - at best they know the rudimentary parts. How about getting a volunteer FFA grad or AGR fraternity guy to volunteer to be the parliamentarian?

10)Already with the districts- Kim kept this agenda up - "my district" ... more than twice ... a little worrisome that there could be such district favoring for a small city. This ain't congress.

11)These guys overall have their shit together. The stumblebums who post here - the BNo types - wouldn't make it a month in office. Just sayin'

From what I've been able to cobble together after talking with several attendees, your summary is pretty accurate. Given the comments of others, it seems that not a lot of progress was made, and the meeting could have been over in 15 minutes tops.

I've been advised that perhaps the most significant thing that transpired last night was the establishment of an official commission web site. I just checked it a couple of minutes ago, and there isn't much there, yet, but at least it's a good start toward keeping the citizens apprised of what the commission is doing.

To All --

I am also of the understanding, after talking with several attendees, that the commission authorized itself to form multiple committees (scope and title to be determined), as well as to appoint members to those committees. The purpose of the committees would be to research options for the city to provide various services, engage in a search for the city department heads, and make recommendations to the commission, who, in turn would make recommendations to the elected officials.

In theory, this sounds okay, but is it not likely that the existing yesser task force cum committees will populate the commission's committees? I'm not so sure I like that. It certainly seems as though the no-city folks will be playing against a stacked deck.

Well, from what I read our Governor’s Brookhaven Committee has announced an interest in forming sub committees to assist them in developing this new city. This is a good thing, I look forward to how to contact them for committee placement.

However, all of this talk about “citizen committees” has been going on for quite some time with Brookhaven Yes. Yet, we have heard nothing from them or their so called “citizen committees”. Several of us have known folks that have sent emails to Brookhaven Yes to be a part of these “citizen committees” but just how many of you folks have heard back from Brookhaven Yes and received a committee assignment? Were these committees a continuation of their new city charade by J. Max Davis?

What is the story on the highly advertised Brookhaven Yes citizen committees? Did they really ever exist? Or, were they smoke and mirrors?

J. Max Davis, president of Brookhaven Yes, an organization that promotes creation of the new city, said the group plans a public meeting in June to discuss how the city would operate. No date has been set, he said.

Six committees have been looking into operation of the city since earlier this year, he said. The committees are researching police, public works, zoning and planning, parks and recreation, administration and finance, and marketing and branding, according to Brookhaven Yes. Davis said the new call for volunteers is intended to supplement and expand the work done so far.

“It’s a group of citizens getting together to say, ‘If we’re going to have a city, what’s it going to look like?’” Davis said.

“The more brains you have, the better,” he said. “We’re not going to bar you if you’re leaning ‘no.’ If you think it’s something that’s going to pass and you want to have some input … absolutely you should volunteer and address your concerns.”

Brookhaven Yes board member Linley Jones said the planning committees were intended to get the broader community involved in the planning process leading to the new city. She said holding the discussions prior to the vote on creating the city would allow residents to have a say in how the city operates.

“The idea is to get the community involved at this early state in creating the government they want to have,” she said. “I think it’s wise to get started with the process now, not only to get the ball rolling in terms of the city planning, but it also allows people [a chance to have] input about operations of the city before they have to vote on it.”

J. Max Davis, president of the advocacy group Brookhaven YES, said the organization had about 40 volunteers form committees to identify “problems or issues that would need to be addressed by the city.”

There are committees to research police, parks, roads, zoning, code enforcement, and finance and administration, Davis said.

“It’s one thing to incorporate a municipality. But you can’t be caught flat-footed. You have to do some work before the referendum,” Davis said. “It’s a good way to involve citizens in the foundation of their city.”

But Davis said the committees provide people with control over their community, which is “the essence of what this whole referendum is about.”

“It’s the first exercise toward local control,” Davis said. “These are citizens identifying problems and solutions in their neighborhoods and community, and they are laying the groundwork for true local control.”

August 7, 2012 - From The Brookhaven Neighbor

J. Max Davis, president of Brookhaven Yes — the organization who took on much responsibility for informing residents on incorporation — said they have been contacted by many residents who seek to assist with organizing the next steps.

“We’re getting a lot of requests by email and phone by how people can volunteer to help,” said Davis. “So that’s been overwhelming. We’ve been swamped by contact with people who previously had nothing involved with Brookhaven Yes.”

Davis added they have received encouraging words and offers to volunteer from those who were initially opposed to cityhood.

That commission could be appointed within the week or so, according to Davis.

“And they will start searching or bidding out for some of the services the city will provide to the companies that will provide city services,” said Davis. “The volunteer committees we setup a few months ago have already worked dealing with parks, police, roads, zoning and code enforcement long before the election.”

Now, said Davis, is time for the rubber to hit the road as far as getting the city together.

Candidates for office should not be involved in any of these committees. They are not permitted to be on any of the committees; it should therefore follow that they should not be involved with the input. There is a very specific separation of dutiies.
We say that the accountant that sets up the system should not be the auditor, otherwise he is audiiting his own work.

So, I do not have your email address. I also do not know where the funds came from to fund the Vinson study. Would you care to share this information?

Regarding your comments about just who GuruLikeDrucker is, I could care less. You have proven to be a manipulative individual intent on imposing your desires on anyone or group of people that get in your way at any cost. Congratulations, you have succeeded. If you have character concerns about Mr. HamBurger, just take a look at yourself. In no way have I ever been as deceptive and manipulative as you have been with the C$ND crowd.

I know exactly who GuruLikeDrucker is. And, I am going to make sure everyone else in your new city does as well!

If you are concerned that your preferred district two candidate, GuruLikeDrucker, is being damaged by Mr. Phil’s repeated personal attacks on me, speak to Mr. Phil.

Ms. Jane, I see you are a newcomer to these parts. Read the previously posted item below and tell me who you think I am and what office I am running for. Instead of asking me about an out of date article about yet to qualify candidates, how about answering questions about my posts about Brookhaven Yes Citizen Committees!

Mr. BM, respectfully, I disagree about the first mayor being important. And, for that matter, the first city council. The expectations are huge and citizen opinions are very divided about this new city.

It will be the second mayor and the second set of council members voted in around the time of his/her election. I am voting for J. Max Davis and Rebecca Chase Williams because the first two to four years will more than likely be a train wreck due to the agendas of the C$ND and Brookhaven Yes bunch. That second generation of elected officials and the survivors from the first election will then have a handle on what the city is capable of and what the citizens realistically expect. At that time, the city will move forward.

For those with the means, now might be a good time to spend a few years on Gilligan’s Island . . .

Phil / Mike --

How does one offer a constructive suggestion to a committee regarding a specific area of interest, if (1) the committees have not yet been named by the commission, (2) no contact information for the individual committees has been made available, or (3) there isn't even any certainty that a committee will be formed to address a matter of interest?

I speak of the potential location of the interim city offices. There were many various ideas generated in this forum regarding where those offices should be located. I, for one, would like to make specific recommendations to whomever will be making that decision. I suspect others would, as well.

If you read BahHumbugger's links to the statements made by J Davis and others, it is not readily apparent that a BYesser committee is handling this matter. There also is nothing yet on the official commission web site about any committees, what each will be responsible for, or how to contact.

Any suggestions, other than calling my "blessed commissioner?"

Mr. BM, you are not playing fair. You just need to STFU and contact Brookhaven Yes and request to be put on one of the exploratory committees for the new city! They will contact you if you meet their background check (see how you voted and if your audit meets with approval) and you will be good to go!

Mr. BM, unfortunately, I am in total agreement with your no conspiracy comments.

Phil is Phil, not Rep. Mike Jacobs; it is no secret who he is.

Unfortunately, there are a lot of folks that drank the new city Kool-Aid. The sad part about all of this, the vast majority of these folks are smart, intelligent, affluent, yet apparently just downright stupid and easily manipulated. However, if you did not drink the Kool-Aid, you will always be fair game until you submit to “their” desires. I am already experiencing this behavior in my own neighborhood!

Fortunately, we are not alone. And, just because others are not as vocal does not mean that “they” will get a pass when the road to cityhood is met with cracks and fissures.

And, that is exactly why I am voting for J. Max Davis and Rebecca Chase Williams!

HamBurger has NEVER answered the question on whether or not he is runnig for public office. If you have, HamBurger--post the link to your post. I fyou answered the question, great. (but you have not)

You have filled these threads with demeaning comments on anyone who voted for the city--as if only the NOCITY people can make a good decision. The only thing you haven't accused those for the City is "hanging chads".

You make ANONYMOUS accusations--hiding behind that anonymity. You belittle other candidates. All the while- YOU ARE RUNNING FOR PUBLIC OFFICE!

I am just asking a simple question requiring a simple answer--Yes or No--Are you running for public office?
