(UPDATED: August 1, 4:32 am) Brookhaven voters approved cityhood on Tuesday by a margin of 55 percent to 45 percent.
Final results from the DeKalb Voter Registration and Elections Division were reported after 4:30 am Wednesday morning, after about 5,100 absentee ballots had to be entered by hand because they were damaged by a machine that opened the ballots.
Earlier Tuesday evening, BrookhavenYES was "cautiously optimistic" about the results of Tuesday's cityhood vote. The organization refused to claim victory in its quest for Brookhaven cityhood, waiting instead until all the votes had been counted.
"After the vote has been verified by the county, we'll catch our breath and get to work building a city," J. Max Davis, chairman of BrookhavenYES, told Patch earlier in the evening. "Even those who were opposed to cityhood are welcome to join us."
Voters in 12 precincts, comprising about 30,000 registered voters, had the opportunity to decide the issue on Tuesday, July 31.

Probably torn down from directly across the street at the firestation; and, put back up, off that property. It's happened before.
"Funny thing was that a police officer saw him doing it. He was being talked to."
Just as it has happened before, the police would have to be informed that it would not be a matter of continued campaigning on a voting day within 150 feet of the building the voting is taking place rather than the firestation being publicaly-owned government property.

Sad, the reports of Brookhaven opponents removing YES signs on Peachtree.
Of course BrookhavenYES would not condone any underhanded behavior. I am sure Brookhaven opponents would agree.
DeKalbNoCity is paying someone to wave their signs at Montgomery. Not saying paying a sign waver is in any way underhanded; it just seems odd they would do that. Not enough volunteers?
BrookhavenYES formed a super group of enthusiastic volunteers via nearly 30 neighborhood meetings and family events.
Interesting heading for this article: ‘Brookhaven Cityhood Comes To A Head On Tuesday’
DeKalbNoCity is under tremendous pressure. The best way to relieve some of the superheated nocityness pressure is voting YES to let the nocityness pressure be relieved.

Of the tallies: "...only a Dekalb election offices knows that..."---not one of 60
Untrue, the DeKalb election office---including whoever assigned at the voting precincts "to post [incoming results] on the doors" ----the SOS of GA, and news media (including Patch) would know nothing---or should have known nothing--- other than what was being reported to them by whoever was contracted to program and tally the digitized---non-paper---ballots.
Yet, Brookhaven Yes at the Hudson Grill (and Pub 71) early yesterday, when it was being reported by the local news that, "according to the SOS of GA," Brookhaven No was ahead (by 6%) on the incoming results, that "they [Brookhaven Yes] were "stating" that they "were not worried because they had their own numbers."
From who, and to what ultimate purpose, did this second set of numbers then have had to come?
Except from the programer/vote tallier contracted----somehow operating with the second set of numbers too?

No one is saying it isn't.
The poll-watcher, who has no access to the computers, can post only what the programer/vote tallier relaying the information tells the poll-watcher to "post on the door."
Similarly, as then relayed to, DeKalb central, the SOS of GA, the media, including Patch, and any BYessers boozing at the Hudson Grill also.
The question stands: Why then the two sets of numbers reported and even claimed by the BYessers early yesterday at the Hudson Grill?

"I can't believe the majority of Brookhaven residents are idiots!"
Neither do I.
Certainly not "idiot" enough not to have noticed that there was nothing on the ballot, in case of a clean and uncontested Brookhaven Yes victory, to, in any way, shape or form, commission "J. Max Davis, chairman of BrookhavenYES" and that so-called "citizens committee" to in effect serve as an interim government "...after the vote has been verified by the county....and [they] get [back] to work building a city."
Especially when in another thread, Dean if I recall correctly, in so many words, and as disingenuous as it is, warns Brookhaveners to now be wary of DeKalb county's police [seeking retaliation].
As if precedent to a next step by the self-commissioned so-called "citizens committee" as intermim government to what? Ask Chamblee's, Doraville's, the State Patrol, to intervene?
Impose a perceptible police state in support of the self-commissioned?
When having long---at best---tolerated the threats, thinly veiled as they've been, to those who have been opposing C4ND/BY by the zealously pro-BrookhavenYesser, "Dr. Joel/Joe?"

"So is that the start of our coming together as a community...come on, you can do better than that."
Who in the world is Max Davis and the so-called "citizens committee" to invite anyone to join them in anything?
Where on any ballot did you see Max Davis and the so-called "citizen committee" be commissioned or not to, in effect, serve as an interim government?
Are you insisting others must believe that it was not deliberate for the proposal of a lawyer and congressman, Jacobs, the (supposedly) subsequent legislators and Governor signing on to impose the referendum, to not include just who and what could serve during any interim?
To, instead and in effect, impose this so-called committee as the new government also?
From the beginning?
That that must be the basis for any "community"?

As the totals are tallied at each precinct, the manager physically posts the printouts to the polling place doors. The info is available to anyone willing to go look. Each precinct is available before the county has time to tabulate. Tonight BrookhavenYES visited each precinct for real time totals. That is how BrookhavenYES can be more confident in their own tally, because is more timely. TV stations get the precinct totals from county offices in a different order than actually visiting the precincts. At one point Tuesday around 9:30pm, one TV stations reported Brookhaven no = 54%; yes = 46%, but that was based in incomplete precinct reports. Tonight the county was very slow to report totals. It was after midnight when the county confirmed Yes 55%; No 45%. Welcome to Brookhaven everybody! Let’s all make the best of this opportunity.

"They are posted on every precinct door, 12 precincts not that tough to figure out. its the law! & provides for accountability!" ---not one of one
Utter nonsense.
"As the totals are tallied at each precinct,..."
From the printouts of the computers resident at each precinct (but already programed elsewhere) and then (and if) physically compiled by the resident manager for posting on the door, the resident manager, having no access to the actual tallies being compiled within each resident computer (again as programed elsewhere) can not confirm the validity of the computer even registering the votes cast to whom or what intended.
The manager can't even use the total number of votes tallied by each computer with the total number of hand-written receipts from the persons getting their single-use access to vote----given not all voters are necessarily casting a vote on every contest on the precinct's ballot.
In fact, the manager resident can not confirm that each and every computer within the manager's precinct are (or will even stay) programed identically.

I'm extremely hopeful that the early votes will follow the same course of victory that has occurred at the polling precincts. The future of our new city holds the promise of meeting the needs of our diverse citizenry.
As a team forms so does a city. The team cycle process of FORMING, STORMING, NORMING, PERFORMING will definitely play out as we work collectively through the issues & challenges we'll confront in the development of our city. And, we'll do this together with representation from ALL parts of the city.
Certainly there will be disagreement AND agreement. It's an expected part of the process. The process is not perfect as nothing ever is. However, we'll engage & execute decisions about our future on a smaller more manageable level with direct benefits to our community.

I really believe there will be some here that almost...almost...hope that Brookhaven will have more problems setting up just so they can say "I told you so."
The amusing thing is that some are almost making it sound that working with Dekalb County was effortless-and anything less than their mistaken memory of "effortless" will be a disappointment.
We will have more input into everything than we have ever had. And more transparency than we could have ever thought possible with Dekalb.
And we may find that as the economy improves or, at least, the new Brookhaven sees more completed developments, we may find that the often cited $25 Million assumption for revenues was too low by $2 Million.

Scott, allow us this opportunity to agree both sides have been overzealous. I also believe good points have been made by both sides. So with the city hood vote final, it is time to move forward. The biggest hill to climb for the future elected officials is one of rebuilding trust. The process in which many of us have viewed how city hood came into being and justified, did not help the trust and transparency quotient. So now, if we are going to try and come together as a city, the promised benefits need to happen and elected officials must build trust through transparent leadership. It's normal and expected that many of us are starting down this road highly suspicious. Pull us in through behavior and not words. Hold leaders accountable to the same standards they were holding DeKalb County government. Finally, as far as allegations that No's want our new city to fail, doesn't make sense. I believe there are more reasonable people among us than not. I also believe we are better than the extreme partisan politics on display in Congress. Just imagine....congressional leaders abdicating leadership and legislative obligations only to bring down the President. And they publicly admit that was and is their legislative strategy. I know Brookhaven is better than that. Agree?
Scott Phillips
11:24 pm on Thursday, August 2, 2012
EPU,
I agree that the whole process was tough to swallow no matter which side you found yourself on. While it certainly had its flaws, I believe the result will be a great city. I am sure there will be plenty of headaches along the way but, like you, I believe we have a great community willing to do what it takes.
As far as Washington goes, I am disappointed that the pursuit of politics has destroyed leadership. Sad when decisions are made by how bad it will hurt the other party and not how much it will help the country.
Well, I plan on staying involved so if we happen to meet at any community/city meetings, feel free to say hello. Of course your secret will be safe with me if you happen reveal your identity.

Once we do meet at upcoming meetings, we can exchange perspectives on what a successful outcome for our city will be 5 years down the road and beyond. I'll spring for the first refreshment of choice. I do hope our elected officals learn from any mistakes of other start up cities. My frustrations with the run up to July 31 has been this. First, the vilification (racial and ethnic) of governmental and elected officals, and other county residents as important (not total) justifications for city hood. The undertone was African Americans aren't capable of running successful operations and an entire community is on the take at the expense of North Atlanta. The demographics of our world has flipped. I believe we need to figure out how to confront difficult community issues without tearing down the "other" group...especially true for immigration reform. The second was the unwillingness to update the CVI study. I felt this was reasonable. Even if it meant slowing down ratification, doing so would have gone a long way to build trust and get more folks on board. Since it wasn't done, I was on high alert up that something else was up. The Yes organizers didn't get my benefit of the doubt because unfortunately it seems to be an accepted political tactic to say anything to get elected and do something else once in office. We'll see.

Why are unincorporated areas jumping to cityhood when there is a GA Township Act. Township seems like the logical first step.
I hope for the best of Brookhaven, however if I were a citizen there, I'd be very worried about insolvency or other problems.

You should not be worried about anything. Brookhaven will be solvent. And it will control its budget. If I were you I'd worry about where you live remaining solvent. And townships are not a reality and make very little sense when you can have a whole properly functioning city. Look at all the other cities recently formed plus about 500 already in Georgia. They work. So your concerns about solvency are ill founded.
